European Council for High Ability (ECHA) is an international organisation of researchers, teachers, school administrators, and parents who are concerned with giftedness, talent, and high ability. Its goal is to promote awareness of gifted children and to provide information to the public on the best development of gifted young people. ECHA is a private non-profit organisation. It enjoys consultative status as a non-governmental organisation (NGO) with the Council of Europe.

HOLLAND - Sunday, September 23, 2007 In their efforts to bring increased consistency and legitimacy to their highest level academic programs, officials at Longview's two largest independent school districts said they are considering some changes in how to identify gifted students. The Legislature first addressed public school gifted programs in 1977. By 1987, state law required that public school districts identify and offer special curriculum to all gifted students. Other statewide changes have come since, including the Texas State Plan for the Education of Gifted/Talented Students. Adopted in 1990, the plan outlines teacher development, the gifted student identification process and accountability. Students are considered to be gifted, according to the State Plan, when they score among the top percentiles in core academic subjects on achievement tests. Minimum allowed scores vary, depending on the candidate's grade or school district. Some of the gifted student identification assessments used at Pine Tree Independent School District are achievement and ability tests, teacher inventories and student interviews, according to Christy McElyea, a district gifted and talented specialist.
